What are the dimensions of a business size #4 envelope? When I think of business size, it is a #10 (4 -1/8" x 9 -1/2") or is it more the size that a 4" by 6" postcard would fit inside of?

The envies that I use for these swaps are 4 1/8" X 9 1/2". With a flat surprise inside they can be mailed for the regular postage. They must be flat, no chunky embellishments, in order to go through the postal machines.
