And does the flag need to FILL the entire postcard like the picture you show, or can it be a flag blowing in the wind, for example?

yes state flag are FINE indeed... No flag do NOT have to fill the whole picture, they can be flying flag (but better if peoples receiving the card can see what flag it's !) = not too small somewhere in the distance...
