Oh, I hope your puppy will feel better soon! Unfortunately, I had to give away my German Shepherd when I started my studies three years ago. I regret it and miss her every day :( I will get a new GSD when I have the time and possibility in the future. Hopefully it won't be too long :)
So far if I use bubble mailer, it automatically falls under small packet. Flat mails would be just letters or postacrds in envelope. Stickers too I guess. Teabags I am not sure? I have none to mail so far, so not sure if they fall under flat mail or small packet, even if no bubble mailer is used. Someone mailed 5 coins to Australia and the postage was RM18!!! Not sure how the packaging was done though.
