FBC is fantastic! They're so friendly there and you can get some amazing things. It's in Rokko Island in Kobe. I think that you can also get diet A&W in Sony Plaza. Sony Plazas are everywhere! I know there was a few in Shinjuku station years ago. There used to be an A&W near Tennoji in Osaka; I'm not sure if it's still there.
Kobe Grocers is also fantastic. It's right around the corner from the mosque in Kobe in Kitano. There are also two incredible Middle Eastern/Asian grocers near it.

As for the Chupa Chupa, check out Sony Plaza or Kinnokunya (the grocery in Aoimori-dai). The Foreign Buyers Club in Kobe may also have them, and they're really easy to order from.
Well, some of the best places to meet people are at classes, or doing language exchanges. In Kansai, there is the Kansai Time Out and the Kansai Flea Market, and they are full of information on classes or language exchanges. I'm guessing you're in the Kanto region, and I'm pretty sure that they have an equivalent to the Kansai Time Out or Flea Market. The local Y and community centres are also great places to meet both Japanese and other foreigners. Good luck!!
